Foreign-Funded Lawsuits Threaten National Security, Congress Must Close The Loophole

June 27, 2025, Fairfax, Va.—Americans for Limited Government Executive Director Robert Romano today issued the following statement urging Congress to act against foreign-funded lawsuits in the One Big Beautiful Bill Act:

“President Trump’s Big Beautiful Bill takes action to close a loophole that the U.S. Department of Justice has warned is a growing national security threat: foreign-backed third party litigation funding. Hostile foreign organizations, including those from China and Russia, are giving billions of dollars for lawsuits against American companies and get access to American trade secrets during the legal process. Worse still, they’re doing it with what amounts to a taxpayer-funded subsidy. If these foreign funders get a settlement, they don’t pay U.S. taxes. That’s not just outrageous, it’s dangerous.

“Thankfully, Congress is taking action on this important issue as conservatives have rallied behind this common-sense reform. It is disappointing that a handful of self-described conservatives are siding with trial lawyer funders and defending a tax giveaway for foreign interests. Senate Republicans are absolutely right to shut down this loophole and call out the grifters trying to keep it.”
